William "Bill" Besse

Executive Director of Consulting and Investigations

As executive director of Andrews International’s consulting and investigations division, Bill Besse’s responsibilities include overall leadership and tactical delivery for the business development and service activities of the Andrews International consulting and investigations (C&I) practice. Bill’s executive functions entail strategic planning relating to consulting and investigations, a service of the company that includes: due diligence related to individuals, organizations and issues, occupational fraud and abuse investigations, personal protection and threat assessments, security vulnerability and risk assessments, intellectual property protection, security management program audits and performance analysis, electronic security system design and operational integration, litigation support and expert witness testimony, and travel security intelligence and logistics management; as well as focus on development of other service areas where the C&I division can add value in support of client needs.

Bill brings to his position nearly 30 years of experience in corporate security: developing, managing and implementing international security and risk mitigation programs. Bill’s experience includes a blend of corporate security, consulting and public law enforcement. Most recently, Bill served as director/corporate security for Belo Corp., one of the nation's largest media organizations, where he was responsible for corporate security strategy, programs and support. Prior to his employment at Belo, he served as managing director of global consulting services for IPSA International, Inc. In this capacity, he was responsible for planning and conducting all IPSA consultative engagements on a global basis, coordinating crisis management and response, investigations and litigation support for Fortune 500 companies, high-risk individuals and families, large international law firms and religious institutions. Bill’s corporate security experience also includes manager/security for Motorola and global director of corporate security for The Mary Kay Corporation.

In his various corporate security management capacities, Bill has conducted, coordinated and managed due diligence, background, internal control and other sensitive corporate investigations pertaining to acquisitions, joint venture partnerships, start-up research, philanthropic investments and senior manager/partner selection. Bill has designed and implemented nationwide integrated electronic security systems and communications systems and provided investigative consulting and risk analysis for numerous Fortune 500 clients.
Bill began his career as a special agent with the U. S. Military Intelligence Command where he was responsible for sensitive intelligence, counterintelligence and protective assignments. Bill’s intelligence community training and experience have given him insight into protection from corporate and economic espionage, aggressive competitive intelligence collection, the protection of intellectual property and real world experience providing personal protective services.

He has participated as a member of ASIS International, the National Fire Protection Association, the Association of Threat Assessment Professionals, and the Association for Intelligence Officers, the Operations Security Professionals Society and the CSO Security Executive Council-Chief Security Officer Consortium.

Bill obtained a Bachelor of Science Degree from Western Michigan University, is a graduate of the U.S. Army Intelligence Center and School (Counterintelligence), and also is certified in Homeland Security by the American College of Forensic Examiners Institute and NIMS certified by the Department of Homeland Security.
